Breakthrough will build new headquarters, anchor Shipyard development on Fox River

Breakthrough on Monday announced it would start construction of a 40,000-square-foot headquarters building in spring, just north of the dock at the center of the city's Shipyard redevelopment area off South Broadway. The building should be completed by spring 2020.
